Effectiveness Evaluation of Moghbazar-Mouchak Flyover at Malibagh-Shantinagar Intersection in Dhaka

Abstract: This paper presents an in-depth evaluation of the effectiveness of the Moghbazar-Mouchak Flyover, a major traffic interchange in Dhaka, Bangladesh, specifically focusing on the Malibagh-Shantinagar intersection. Designed to alleviate severe traffic congestion in one of Dhaka’s busiest areas, the flyover has significantly impacted traffic flow, travel time, and service quality for both drivers and passengers. To assess these effects, comprehensive surveys were conducted, including questionnaire-based surveys of passengers and drivers, Focus Group Discussions (FGDs) with relevant stakeholders, and Key Informant Interviews (KIIs) with professionals involved in the flyover’s design and management. Additionally, engineering site surveys measured traffic speed, volume, and user behavior. The data highlight several challenges faced by users, such as delays due to congestion at key junctions, insufficient signage, lighting issues, and traffic rule violations. Despite the intended benefits, issues like improper use of the flyover by non-motorized vehicles, unauthorized pedestrian access, and over-speeding compromise safety and efficiency. Traffic analysis revealed peak volumes between 4,353 and 6,146 vehicles per hour, with an average daily traffic (ADT) of 55,449 vehicles. User feedback indicated a substantial reduction in travel time, saving an average of 54 minutes per day per capita; however, challenges such as traffic control inefficiencies and waterlogging persist. Stakeholders recommended enhancements in traffic control measures, better road maintenance, and public awareness campaigns to promote safer driving behaviors. The study concludes with targeted recommendations for policymakers and urban planners to optimize flyover use and address identified challenges, providing valuable insights for future infrastructure projects in Bangladesh and other cities facing similar urban traffic issues.
