The Road Pavement Condition Index (PCI) Evaluation and Maintenance: A Case Study of New Delhi

Abstract: Pavements are integral to urban infrastructure, and their maintenance and rehabilitation are ongoing challenges for highway engineers and municipal bodies. The Pavement Condition Index (PCI) offers a simple, cost-effective, and efficient tool for monitoring road surface conditions, identifying maintenance and rehabilitation (M&R) needs, and ensuring effective allocation of road maintenance budgets. As a widely used numerical index, PCI assesses both the operational performance and structural integrity of pavements through visual inspections of distress types, severity and extent.

This study assesses the condition of 40 road sections in Delhi using the PCI methodology as per IRC 82:2023. Field data, including surface distresses such as cracking, raveling, potholes, and patching, was collected for each section. Additionally, the International Roughness Index (IRI) and rut depth were measured to supplement the analysis. The PCI values for these road sections ranged from 32.12 to 93.83, indicating varying levels of deterioration. Maintenance strategies, ranging from routine maintenance to major rehabilitation, were recommended based on the calculated PCI values. A comparative analysis using ASTM D 6433 standards for PCI evaluation was also conducted. The interventions aim to address drainage issues, prolong pavement life, and minimize environmental impact, offering a comprehensive framework for assessing and maintaining urban roads in high-traffic areas, thereby contributing to the sustainability of New Delhi's road infrastructure.
