Joe Turley is the co-founder in 2013 of Reflective Measurement Systems Ltd., parent company of USA subsidiary RetroTekUSA Inc. RMS have developed the RetroTek retroreflectometer technology which now operate globally from Europe, Asia, Australia & in many USA states including DOTs. RetroTek is recognized as the leading technology in traffic speed pavement marking retroreflectivity condition assessment and also assisting agencies with their compliance with MUTCD mandatory pavement marking retroreflectivity. Joe is an experienced businessperson and entrepreneur who has owned and managed a variety of businesses in different industry sectors. He has been involved in the USA pavement marking industry since 2013 with the introduction of the 1st RetroTek system in 2016.
Joe is a member of ATSSA & a friend of the Pavement marking committee & exhibits at ATSSA & various USA conventions & Expo’s each year since 2014. RetroTek has attended & exhibited & sponsored many AASHTO meetings & also a National member. Joe is involved in several technical committees with ASTM & CEN on Road Pavement Materials & Color & Appearance. Joe is also a member of ERF , TMMA.
Joe has a Degree in Marketing, Post Graduate Diploma in International Selling and a Professional Diploma in Financial Advice (QFA).
