Mr. Harrell brings over 20 years of pavement evaluation, design, and life-cycle cost analysis experience to the project team. Mr. Harrell serves as a project manager for the infrastructure management program for the Illinois Tollway, and he has served as project manager for pavement support services on P3 concession and design/build teams for the Indiana Toll Road, the Penn Turnpike, the DFW Connector, the I-405 Sepulveda Pass in Los Angeles, SH 161 and SH 183 in Dallas, the Presidio Parkway in San Francisco, I-15CORE in Utah, US 36 near Denver, and I-69 Segment 5 in Indiana. He has also managed pavement management system implementations for the Harris County Toll Road and the Fort Bend County Toll Road in Houston.
Mr. Harrell is a licensed Professional Engineer in Illinois, Indiana, and Colorado.
