Mrs. Rachelle McFarlane is a Senior Lecturer at the University of Technology, Jamaica (UTech, Ja.) and also serves as the National PAHO Consultant for Road Safety. She holds a B.Ed. in Industrial Technology (UTech, Ja.), a BSc. in Construction and Engineering Management (UTech, Ja.), and a MSc. in Road Engineering and Management (University of Birmingham, UK) and is pursuing doctoral studies at the University of the West Indies, Mona Campus in Civil Engineering. She completed a 6-month course with Prof. Bhagwant Persaud as an ELAP scholarship recipient at the Toronto Metropolitan University with focus on Road Safety, FHWA systemic Safety Tool and Highway Design. Her research interests are centred on disability access, road safety and tertiary programme administration and financing.
