Senior Technical Expert
Mr. Carter is a construction materials and production expert with more than 48 years of experience in the aggregates, mining, hot mix asphalt (HMA), and ready-mixed concrete industries. He has a reputation for developing key internal and external relationships and is recognized as a technical resource within the construction materials community within California with strong leadership and mentoring skills. Over his career, he has developed a comprehensive working knowledge of the production and testing of aggregate materials, hot mix asphalt, and Portland cement concrete. He has served on numerous state and national technical committees, to include the California Asphalt Pavement Association (CalAPA), the American Society of Testing and Materials (ASTM), the American Concrete Institute (ACI), the National Ready Mixed Concrete Association (NRMCA), and is a past President of ACI's Northern California/Western Nevada Chapter.
