Howard graduated from the University of Nevada Reno in 1987 and 1990 with a Bachelor and Master's Degree in Civil Engineering. For his Master's Thesis Howard studied asphalt materials and polymer modified binders including laboratory and field work under Dr. Jon Epps. Howard started out at UDOT in 1989 as the State Bituminous Engineer and was instrumental in implementing hydrated lime as an anti strip material in HMA. He was also involved in implementing Superpave design procedures and the Hamburg Rut Test for UDOT. He has also participated on various committees with the FHWA and with AASHTO. He worked with industry to implementation of the Delta Tc Parameter into the UDOT standard binder specification in place of the Direct Tension Test. He has worked to research and implement the HiMod high-density asphalt mix for UDOT. Howard is also serving as Cho Chair of the Rocky Mountain User Producer Group.
