Dr. Athar Saeed, PE, a graduate of The University of Texas at Austin's Transportation Engineering Program, has over 24 years of progressive experience in all aspects of Pavements Engineering including institution-level strategic management and serves as the Subject Matter Expert managing several large and complex domestic and international projects.

Dr. Saeed has practiced in all facets of highway and airfield pavements, public and private infrastructure development projects including technical, and field leads and business development. His areas of expertise include all aspects of highway and airfield pavement materials, rigid and flexible pavement systems including structural and mix design of Portland cement concrete (PCC) and hot mix asphalt (HMA), construction and performance monitoring, pavement inventory and performance data collection and interpretation, life cycle cost analyses, life cycle greenhouse gas emission analyses, non-destructive and full-scale accelerated pavement testing and asset management systems.

Dr. Saeed manages Saeed and Associates Consultants, Inc. (SCI), a business development and Civil Engineering consultancy, registered in Texas. The consultancy provides Transportation Engineering and business development services globally to private and public-sector clients and currently supports the US Army’s Engineer Research and Development Center (ERDC), the US Air Force Civil Engineering Center (AFCEC) and the Dallas Fort Worth (DFW) International Airport on airfield and landside civil projects.
