Dr. Mohamed H. Elshaer is a Research Professor at the University of New Hampshire and a Research Civil Engineer with the US Army Corps of Engineers ERDC/CRREL. He has over 15 years of experience in pavement design, evaluation, and material characterization, with a focus on infrastructure resilience in cold climates. His research includes the forensic investigation of thermal cracking at various Air Force bases across the United States and advancements in heated pavement technologies for improved winter maintenance. Dr. Elshaer has been instrumental in updating the US Department of Defense (DoD) Unified Facilities Criteria documents, providing expertise in material selection, construction, and maintenance practices for military pavements. He also leads initiatives on climate-resilient pavements and is currently working on predictive modeling to enhance pavement performance assessment through the application of artificial intelligence and machine learning techniques. Dr. Elshaer has co-authored over 55 peer-reviewed papers and technical reports and serves as the technical advisor on DoD pavement research projects valued at over $15 million.
