Paul Mutalya, Maintenance Design Engineer at the Uganda National Roads Authority (UNRA), with a strong background in civil and building engineering. Professional Experience:
Maintenance Design Engineer, Uganda National Roads Authority (April 2017 – Present)
• Managed and completed projects including the pavement design for Masaka town roads and the rehabilitation design of Kampala – Jinja road, involving traffic surveys, analysis, and project management.
• Conducted traffic analysis for critical oil roads and designed pavement solutions for seven bottleneck interventions along the national road network.
Training Engineer, Mt. Elgon Labour-Based Training Centre (MELTC), Ministry of Works and Transport (April 2014 – April 2017)
• Conducted training needs assessments and prepared lesson plans and materials for various training programs.
• Delivered classroom and field training, including practical demonstrations on MELTC model roads and structures.
• Provided technical support to trainees and district engineering staff, assisting in design, preparation of bills of quantities, and pricing of road and structure projects.
Engineering Assistant, Ministry of Works and Transport, Community Agricultural Infrastructure Improvement Program (Dec 2007 – June 2012)
• Provided technical backup to district engineers in the design, construction, supervision, and monitoring of roads, market buildings, and agro-processing buildings across 14 Eastern districts.
• Trained petty contractors in maintaining community access roads and designed several road projects.
