Julio Paniagua is a Civil Engineer born and raised in Costa Rica. He obtained his undergraduate degree in Costa Rica and then moved to California, where he attended the University of California, Davis. He obtained a master’s degree in the Civil Engineering department focusing on high-early strength concrete and a PhD in pavement engineering. Currently, he is the director of Pavement and Infrastructure of CTS Cement Manufacturing (Rapid Set®). In this position, he assists and supervises the engineering team over highways, bridges and airport pavement projects. He manages internal and external research on Rapid Set concrete and pavement engineering. Julio is an active member of TRB committees AKP20 (Design and Rehabilitation of Concrete Pavements) and AKC50 (Concrete Pavement Construction and Rehabilitation).
