Eileen, from Sabana Grande, Puerto Rico, holds a BS in Civil Engineering from the University of Puerto Rico, Mayagüez, and a MS in Engineering from Mississippi State University. She began her career in 2003 at the U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) in the Airfields and Pavements Branch and later joined Kimley-Horn and Associates in 2006, specializing in airport pavement infrastructure and multidisciplinary transportation projects.
In December 2020, Eileen made history by becoming the first female Secretary of the Puerto Rico Department of Transportation and Public Works (DTOP), a position she held until December 2024. As Secretary, she led significant projects focused on maintaining and improving the island’s transportation infrastructure, including overseeing the restoration and rebuilding of roads, bridges, and other public works following hurricane damage. She also prioritized traffic safety and worked on initiatives to improve the efficiency and safety of the transportation network and services across the island.
Eileen’s leadership was crucial in coordinating hurricane recovery efforts, securing federal funding for infrastructure projects, and driving initiatives to modernize Puerto Rico’s transportation systems. She served as chair of the Aviation Council of the American Association of State Highway and Transportation Officials (AASHTO) and contributed to national discussions on transportation policies through her role on the U.S. Department of Transportation’s Transforming Transportation Advisory Committee (TTAC).
In February 2025, she rejoined Kimley-Horn as Strategic Infrastructure Director, continuing her work on infrastructure development across the U.S., Caribbean, and Puerto Rico.
