Dr. Lin is the Program Director of ITS, Traffic Operations and Safety at CUTR, Courtesy professor of Civil and Environmental Engineering (CEE) Department in the University of South Florida (USF). He is also the Director of the Florida Local Technical Assistance Program (LTAP) Center. Dr. Lin obtained his master’s degree from the University of Texas at Austin in 1991 and doctoral degree from the University of Florida in 1995. He is a registered Florida Professional Engineer (P.E.), and he is also a certified Professional Traffic Operations Engineer (PTOE) by the Institute of Transportation Engineers (ITE).
Dr. Lin has led and managed more than 130 research projects as Principal Investigators (PIs) and Co-PIs sponsored by FHWA, FTA, FRA, NHTSA, SHRP2, NCHRP and FDOT with research expenditure more than $75M. He is the PI for FHWA’s 2023 Work Zone Safety Grant Program, and he is the Co-PI for the 2022 CRISI Grant sponsored by FRA entitled “A Comprehensive Approach to Promoting Railroading Careers and Developing the Current Rail Industry Workforce.”
Dr. Lin served as a president of the International Chinese Transportation Professionals Association (ICTPA) from 2013 to 2015, and a committee chair of the Intelligent Traffic Signal Operations of the Institute of Transportation Engineers (ITE) from 2005 to 2015. In 2017, he received the Edward A. Mueller - District 10 Transportation Engineer of the Year award in recognition of his outstanding contribution to transportation profession and District 10 of ITE. Currently, Dr. Lin is the research coordinator of TRB’s Standing Committee on Workforce Development and Organizational Excellence (AJE15).
Dr. Lin has more than 30 years of work experience in transportation. He published numerous journal and conference papers and presented his research work via international, national, and state conferences. His FDOT research projects and grants received 2015, 2019, 2021, and 2023 prestigious National Roadway Safety Awards.
